Normalize the scope first
A lower number may exclude mobilization, supervision, consumables, testing, documentation, standby, freight, or demobilization. Build a comparison view that shows what each response actually includes.
Review execution assumptions
Schedule, crew composition, productivity assumptions, client-supplied resources, access, permits, weather, and interfaces can materially change delivery even when the technical line item looks equivalent.

- Crew, equipment, and supervision
- Mobilization and schedule assumptions
- Quality and closeout documentation
- Change authorization and commercial validity
Keep the decision traceable
The selected supplier, accepted assumptions, clarifications, and later changes should remain connected to the original requirement. That history improves the next sourcing cycle.
